Full-time Monitoring and Evaluation Officer

The MENTOR Initiative is a British nongovernmental organization that works in Mozambique since 2019. MENTOR has been working in Sofala and Manica provinces in the aftermath of Cyclone Idai, contributing to support local government responses in terms of vector control and hygiene promotion.

As conflict problems increase in Cabo Delgado province, and the needs of displaced population in this province increase, MENTOR will start its activities in Cabo Delgado through the implementation of a vector control and hygiene promotion program. Within this program, community health workers (APE) activities will also be supported to increase the access to medical care in communities within accessible districts of Cabo Delgado.

The Monitoring and Evaluation Officer will have as main task to ensure the adequate collection, cleaning and processing of key program data ensuring that information is presented in a simple but informative manner according to performance indicators set.

Work Station: Pemba, with travel to other districts within Cabo Delgado

Reports to:  Technical Coordinator

Technical Collaboration: Medical Coordinator, Medical Officer

Responsibilities:

Draft monitoring and Evaluation Plans and tools:

  • Set, in collaboration with technical team, a M&E plan for the program defining baselines, targets, data collection tools and sources of information;
  • Draft data collection tools and databases in line with M&E plans defined;
  • Elaborate M&E guidance for field teams based on monitoring tools and objectives defined;
  • Monitor implementation Progress based on data collected making the necessary adjustments to monitoring tools and methods as needed.

Data Management:

  • Ensure, through field teams, the precise, on time and complete data collection, conducting, when possible, cross checks for data quality of reported data;
  • Ensure data entry of collected data in data management tools, ensuring data cleaning so that information can be rapidly used to guide programmatic decision making;
  • Implement internal data quality verification checks;
  • Supervise Monitoring and Evaluation processes in the field regularly. Collect from other relevant sources key data that can help estimate denominators for assessing interventions reach an to help assessing impact of interventions implemented.

Production of data visualization tools:

  • Produce tools to help data visualization that internally can support teams to understand program progress against targets;
  • Produce monthly reports with data visualization tools (graphs, tables, maps) that showcase progress achieved;
  • Collaborate with creation of external communication tools providing detailed information to showcase activity implementation and impact generated;
  • Colaborar na elaboração de ferramentas de comunicação externa fornecendo informação trabalhada para demonstrar a implementação das actividades e o impacto que geram.

Communication:

  • Participate in regular team, technical and operational support meetings;
  • Monthly report of activities completed as well as report against targets set;
  • Provide key information for MENTOR internal and external reports.
  • Code of Conduct and Security:
  • Adherence to MENTOR Code of Conduct;
  • Strictly follow MENTOR Safety Procedures for Cabo Delgado, contributing to ongoing improvements of security guidance;
  • Significantly contribute to the implementation of good practices on Prevention of Sexual Exploitation and Abuse (PSEA) and Accountability to Affected populations (AAP).

Required Profile:

  • Background in health sciences or statistics (Medicine, Nursing, Public Health, Epidemiology, Demography or related area);
  • Previous experience in Monitoring and Evaluation (mandatory);
  • Experience in Humanitarian Emergency context;
  • Autonomy, proactivity, and work capacity;
  • Leadership and capacity to organize big workloads;
  • Portuguese and English proficiency (spoken and written).
